4. For this purpose, the Commandant of the women's hostel shall be granted the following rights and obligations:
1. The commandant draws up a duty schedule for girls to fulfill their women's duties in accordance with the Sexual Reform Act. The schedule should take into account the days of the natural cycle of girls, the presence of debts of past periods (hospitalization, personal and other good reasons), the possibility of extraordinary duty for those girls who received punishment or unsatisfactory grades in the studied subjects.The duty schedule is submitted monthly for signature to the rector of the educational institution for approval.
2. The commandant compiles a certificate in a special form for the Committee on Sexual Reform, in which it reports the number of resident girls. On the basis of this certificate, the Committee sends a list to the educational institution to allocate an appropriate number of girls for the performance of women's duties next month. In the list indicated:
a) How many girls and on what days need to be sent to the showers at enterprises with a predominance of male workers contingent. Girls need to have slippers, soap, a washcloth and a towel and be ready for a medical examination by a medical assistant and a representative of the trade union of the enterprise.
b) How many girls should be sent to short-term business trips to military units located nearby. At the same time it is necessary to bring to the seconded girls that the satisfaction of the sexual needs of the military is their patriotic duty and is taken into account separately. In this case, it is assumed that the girl has the opportunity to repeatedly exceed the limit of sexual acts corresponding to their age category. Overfulfillment entails a promotion in the form of the removal of a previously imposed penalty or is taken into account when setting the final grade for the session (+ 1 point to the result of any exam at the choice of students).
c) The number of girls participating on duty in the dormitory building.

e) Plan on the facts of pregnancy for students of girls over 21 years old. To fulfill this plan, the Commandant must appoint girls on duty during the days most likely to conceive.
f) The commandant shall be allocated a reserve fund from the list of girls for use at their discretion for payment of services for the repair and maintenance of the dormitory building. Any girl who finds herself in the shower at the time of the appearance of employees of a contracting organization or repair brigade from among male students is obliged to provide her sexual organs to meet their natural sexual needs. After the shower, the girl is obliged to go up to the Commandant and to fix in her journal of sexual life the number of men she satisfied.
3. In order to conduct educational work with girls, the Commandant has the right to expose and publicly demonstrate the intimate places of girls. In this work, it is necessary to share best practices with the commandants of other women's dormitories, to attract more representatives of the public, Komsomol and trade union organizations of educational institutions.
4. The commandant of the hostel is obliged to provide all conditions for the girls for their personal life. Each girl has the right not more than 10 times a month to leave in her room from 10 pm to 6 am the next day of her young man.
